ci: split C++ tests into routing and mathopt jobs - #2247
Split conda-cpp-tests into two parallel jobs, conda-cpp-tests-routing and conda-cpp-tests-mathopt, in pr.yaml and test.yaml.
CUOPT_CPP_TEST_GROUP (all | routing | mathopt) in run_ctests.sh selects binaries by CTest label. ConfigureTest installs a <TEST>.labels marker next to each labeled binary (the two gRPC routing mapper tests get theirs through install_test_labels). Routing = label routing; mathopt = everything else, so unlabeled binaries are never skipped. A group that selects no binaries fails.
ci/test_cpp_routing.sh and ci/test_cpp_mathopt.sh wrap ci/test_cpp.sh. Mathopt downloads the LP/MIP/QP datasets; routing downloads the routing datasets (get_test_data.sh).
Nightly reports use cpp-routing / cpp-mathopt, so both start with fresh history.
Testing
Full PR matrix passed on 5722b9a4. Routing runs 4 binaries (ROUTING_INTERNAL_TEST, ROUTING_UNIT_TEST and the two gRPC routing mapper tests); mathopt runs the other 18.
Job time per GPU: routing 16–23 min, mathopt 16–36 min (v100 is the outlier), vs 25–42 min for the combined nightly job. Each job repeats about 5 min of setup, so total runner time goes up.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
NVIDIA/cuopt issue 2198: The PR assigns separate nightly report types to the mathopt and routing groups, matching the issue’s description of split report streams.
NVIDIA/cuopt issue 2136: The PR assigns non-routing C++ tests, including PDLP tests, to the mathopt job but does not fix the reported hang.
NVIDIA/cuopt issue 2212: The PR assigns routing tests to a dedicated routing job but does not fix the reported illegal memory access.
Merge Risk: Moderate · up to 5722b
Testing older commits through the updated C++ workflow can fail both jobs; add a compatibility fallback before merging.

The title "ci: split C++ tests into routing and mathopt jobs" matches the main change. The PR replaces the single conda-cpp-tests job in pr.yaml and test.yaml with conda-cpp-tests-routing and conda-cpp-tests-mathopt. The supporting run_ctests.sh, test_cpp.sh, and new wrapper scripts all serve that split.

After filtering, fail with a nonzero exit status and a clear error if none were
selected, so an empty group cannot report success.

Restore the removed PR checks and summary.
When a pull-request/[0-9]+ branch is updated, pr.yaml runs only the C++ build and split C++ tests. Its filters still select Java, Python, and documentation changes, but the corresponding PR jobs no longer exist. The PR summary job is also absent. Such changes can pass the configured PR workflow without the former checks or summary.
Restore the removed PR job definitions and add them to pr-builder.needs. Restore pr-test-summary and its dependencies. Keep the intentional C++ job split.

Are there any improvements that can be made to the tests? We generally want to do sharding only as a last resort.
I have tried to remove or combine tests, but since there are multiple different modules, there is a chance this might keep increasing. Even though we are working on determinism, there are still occurrences of flaky tests, which fails and block CI and would need to rerun for an hour just to get across.
Skip the unaffected routing or mathopt job based on changed files.
Speed up the slow tests before relying on sharding. It includes per-binary timings from this PR's CI run. Four binaries make up about 90% of test time, and C_API_TEST on v100 is the biggest outlier.
Follow-up to #2247: run the C++ tests through CTest, as RAPIDS projects (e.g. cudf) do.
- `ci/run_ctests.sh` lists and runs tests with `ctest`, selecting groups by label and failing on an empty group or an unlabeled test. The `.labels` marker files are removed.
- Each test still runs in its own `ctest` call, so the per-case retry and `CRASH:` / `FAILED:` output are unchanged.
- `GRPC_WORKER_SPAWN_TEST` now uses `rapids_test_add` so it is in the installed testfile, and the gRPC server path is passed through `ENVIRONMENT`.
- `cmake>=4.0` added to `test_cpp` for `ctest`.
Testing: runner checked against a stub rapids-cmake package; the CMake changes are untested until CI.
