ci: gate C++ test jobs on changed files and move VRP gRPC tests to routing - #2261
Install a <TEST>.labels marker next to labeled test binaries and select on it
in run_ctests.sh. Fail if a group selects no binaries.
Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
GRPC_INTEGRATION_TEST keeps the LP/MIP cases; GRPC_ROUTING_INTEGRATION_TEST runs
SolveVRP and ChunkedUploadVRPWithPathLogging against a real server. The server
process and base fixture move to a shared header.
## Summary
Split `conda-cpp-tests` into two parallel jobs, `conda-cpp-tests-routing` and `conda-cpp-tests-mathopt`, in `pr.yaml` and `test.yaml`.
- `CUOPT_CPP_TEST_GROUP` (`all` | `routing` | `mathopt`) in `run_ctests.sh` selects binaries by CTest label. `ConfigureTest` installs a `<TEST>.labels` marker next to each labeled binary (the two gRPC routing mapper tests get theirs through `install_test_labels`). Routing = label `routing`; mathopt = everything else, so unlabeled binaries are never skipped. A group that selects no binaries fails.
- `ci/test_cpp_routing.sh` and `ci/test_cpp_mathopt.sh` wrap `ci/test_cpp.sh`. Mathopt downloads the LP/MIP/QP datasets; routing downloads the routing datasets (`get_test_data.sh`).
- Nightly reports use `cpp-routing` / `cpp-mathopt`, so both start with fresh history.
## Testing
- Full PR matrix passed on `5722b9a4`. Routing runs 4 binaries (`ROUTING_INTERNAL_TEST`, `ROUTING_UNIT_TEST` and the two gRPC routing mapper tests); mathopt runs the other 18.
- Job time per GPU: routing 16–23 min, mathopt 16–36 min (v100 is the outlier), vs 25–42 min for the combined nightly job. Each job repeats about 5 min of setup, so total runner time goes up.
- Re-run pending after the latest merge with `main`.
## Follow-ups
- #2258 tracks skipping the unaffected group based on changed files and speeding up the slowest tests.
- #2261 (draft, stacked on this PR) implements the changed-files gating and moves the VRP gRPC cases into a routing-labeled binary.

The PR separates routing and math-optimization gRPC integration tests, adds shared server and test helpers, and uses domain-specific changed-file filters to gate the two C++ test jobs.
Changes: gRPC integration test separation
Layer / File(s)
Summary
Shared fixture and math-optimization test separation cpp/tests/linear_programming/grpc/grpc_integration_fixture.hpp, cpp/tests/linear_programming/grpc/CMakeLists.txt, cpp/tests/linear_programming/grpc/grpc_client_test.cpp, cpp/tests/linear_programming/grpc/grpc_mathopt_integration_test.cpp
A shared fixture provides server lifecycle, TLS, client, job polling, and diagnostic helpers. The math-optimization target uses the renamed test file and no longer contains local fixture definitions or routing-specific VRP tests.
Routing gRPC integration test cpp/tests/routing/grpc/CMakeLists.txt, cpp/tests/routing/grpc/grpc_routing_integration_test.cpp
A new routing integration target starts the gRPC server and tests standard and chunked-upload VRP requests, including returned solution details and server log entries.
Domain-specific C++ test gating .github/workflows/pr.yaml
The workflow adds routing and math-optimization path groups. Each test job now requires a match in both the broad C++ test group and its domain-specific group.
NVIDIA/cuopt#2258 asks for routing and math-optimization path filters and corresponding test-job gating. This PR adds those filters and conditions; its test-speed requests remain separate.

Explanation
The title names two changes that appear in the changeset: gating C++ test jobs on changed files (the .github/workflows/pr.yaml changed-file groups test_cpp_routing and test_cpp_mathopt) and moving VRP gRPC tests to routing (the new cpp/tests/routing/grpc test target and the removal of the VRP tests from the mathopt integration test). It is concise and follows the conventional-commit style. It does not cover the shared gRPC fixture or the target rename, which is expected for a title.

This leaves a hole: GRPC_CLIENT_TEST (label numopt, mathopt job only) has the VrpUploadSelection tests, which call submit_vrp in cpp/src/grpc/routing/grpc_client_vrp.cpp. A PR touching only that file skips mathopt, and the routing job covers only the chunked path via ChunkedUploadVRPWithPathLogging. Also cuopt_routing_solution.proto here is imported by the shared cuopt_remote.proto.
Suggest dropping this exclusion (changes here are rare), or moving VrpUploadSelection into a routing-labelled binary like SolveVRP.

run_ctests.sh puts any binary without a routing label in the mathopt group. A routing test added without this line would then be skipped on routing-only PRs, with nothing flagging it. Worth making unlabeled binaries fail in run_ctests.sh, or run in both groups?

Nit: because the fixture lives under linear_programming/grpc, that whole directory can't be excluded from test_cpp_routing, so every LP gRPC test change runs the routing job. Moving grpc_integration_fixture.hpp and grpc_test_log_capture.hpp to cpp/tests/utilities/grpc/ would allow it. Fine as a follow-up.
Keep cpp/src/grpc/routing shared since GRPC_CLIENT_TEST in the mathopt job covers submit_vrp, exclude presolve and tests/internal from routing, and stop polling on CANCELLED in the VRP gRPC test.
Without them, a docs, Python or Java file in a mathopt-only or routing-only PR re-enabled the other job. Also keep cpp/src/io/utilities shared since the test base fixture includes its error.hpp.
The new groups did not repeat test_cpp's doc/Python/Java exclusions, so any such file in a mathopt-only or routing-only PR re-enabled the other job. Both groups now include them.
cpp/src/io/utilities/error.hpp is included by the test base fixture but was excluded from routing by !cpp/src/io/**. It is now shared.
Known, not gated (compile-level only, caught by conda-cpp-build): grpc_worker.cpp includes the routing headers solve.hpp and three others, and the shared gRPC test fixture includes the LP/MIP headers. Neither changes what the other group's tests exercise.
Still open: the shared fixture lives under tests/linear_programming/grpc, so LP gRPC test changes also run routing (#2272).

Isolate the two integration tests during parallel CTest runs.
Both binaries can use port 19000. If the routing server owns that port while NoServerTests.ConnectToNonexistentServer checks it, the no-server test can connect to the routing server instead of a nonexistent endpoint and fail.
Assign disjoint port ranges or give both CTest tests the same RESOURCE_LOCK.

Follow-up to #2261 (review nit). Depends on it: this branch is stacked on #2261, so the diff shows its commits until that merges. The change itself is the last commit.
- Moves `grpc_integration_fixture.hpp` and `grpc_test_log_capture.hpp` from `cpp/tests/linear_programming/grpc/` to `cpp/tests/utilities/grpc/`.
- The routing gRPC test no longer adds the LP test directory to its include path.
- `test_cpp_routing` now excludes `cpp/tests/linear_programming/grpc/**`, so LP/MIP gRPC test changes no longer run the routing job.
Testing: not built locally; relies on CI. Include-only change.
