Follow-up to #2247: run the C++ tests through CTest, as RAPIDS projects (e.g. cudf) do.
ci/run_ctests.sh lists and runs tests with ctest, selecting groups by label and failing on an empty group or an unlabeled test. The .labels marker files are removed.
Each test still runs in its own ctest call, so the per-case retry and CRASH: / FAILED: output are unchanged.
GRPC_WORKER_SPAWN_TEST now uses rapids_test_add so it is in the installed testfile, and the gRPC server path is passed through ENVIRONMENT.
cmake>=4.0 added to test_cpp for ctest.
Testing: runner checked against a stub rapids-cmake package; the CMake changes are untested until CI.
Select test groups with ctest labels and run each test via ctest, keeping the per-case retry. Drop the .labels marker files, register GRPC_WORKER_SPAWN_TEST with rapids_test_add so it is in the installed testfile, and add cmake to the test_cpp environment.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
No actionable comments were generated in the recent review.
Walkthrough
The C++ test runner now discovers, selects, and executes tests through CTest. Test groups use CTest labels. Test registrations no longer install .labels files, and the C++ test dependency set now includes CMake 4.0 or later.

Summary
CTest test registration cpp/tests/CMakeLists.txt, cpp/tests/linear_programming/grpc/CMakeLists.txt, cpp/tests/routing/grpc/CMakeLists.txt, cpp/tests/routing/CMakeLists.txt
CTest label properties remain, and the helper that created and installed .labels files is removed. The gRPC tests register executables directly and set server paths through the CTest ENVIRONMENT property.
CTest discovery, selection, and execution ci/run_ctests.sh, dependencies.yaml
The runner locates CTestTestfile.cmake, checks for ctest, selects tests by label, and runs them through CTest. It accepts --gtest_filter=..., maps recognized crash and timeout output to process-style exit codes, and rejects tests without supported labels or an empty selection. The test_cpp dependency set adds cmake>=4.0.
The C++ test workflow can fail before running tests in devcontainers, while SIGBUS and SIGFPE failures can lose crash reporting and isolation. These runner issues should be fixed before merging.

Map SIGBUS and SIGFPE exits to signal exit codes.
CTest reports these signals as Bus error and Floating-point exception. run_ctest_test does not match either string, so rc falls back to 1. The failure is then handled as a normal failure. The CRASH: line and crash record are not written. In nightly runs, the per-case retry does not run when no XML exists. Map both messages to the 128+N codes used for the other signals.

Exclude disabled CTest entries.
CTest appends (Disabled) to disabled entries in -N output. cpp/tests/routing/CMakeLists.txt registers ROUTING_L1TEST as disabled, so this parser passes ROUTING_L1TEST (Disabled) to the runner. The subsequent exact-name selection finds no test and fails routing and all-group runs. Exclude disabled entries during discovery. (raw.githubusercontent.com)

Reviewed this with devcontainers in mind (from work on #1168, which adds a devcontainer CI job). In a devcontainer, test-cuopt-cpp runs ./ci/run_ctests.sh from the repo root and forwards the user's arguments. The test component is not installed there, so the script takes the build-tree fallback. As written, that path fails before any test runs; inline comments below.
Two existing devcontainer failures that this PR doesn't introduce, but that would make sense to fix alongside it, since this is the change moving devcontainer runs onto ctest:
CLI_TEST can't find cuopt_cli. The test shells out to cuopt_cli from PATH. In CI that's the installed copy; in a devcontainer it's only in the build tree, so the test fails. #1168 fixes this in cpp/tests/utilities/CMakeLists.txt with
which also survives rapids_test_install_relocatable. (Unlike ENVIRONMENT "PATH=...:$ENV{PATH}", it doesn't bake the configure-time PATH into the installed testfile.)
Dataset paths.ci/test_cpp.sh exports RAPIDS_DATASET_ROOT_DIR, but devcontainers call run_ctests.sh directly, so it is unset. GRPC_INTEGRATION_TEST then falls back to ./datasets, which under ctest is relative to the test's build directory. #1168 defaults these in run_ctests.sh:
The gRPC CMake changes (rapids_test_add for GRPC_WORKER_SPAWN_TEST, server path through ENVIRONMENT) match what #1168 does and what I verified relocates correctly, including moving the install tree.
The reason will be displayed to describe this comment to others. Learn more.
This fallback won't match in a devcontainer: on main the build tree has no top-level CTestTestfile.cmake.
enable_testing() is only called in cpp/tests/CMakeLists.txt. The top-level include(CTest) doesn't enable testing either, because the papilo block earlier in cpp/CMakeLists.txt caches BUILD_TESTING OFF (set(BUILD_TESTING OFF CACHE BOOL "Disable test build for papilo")). I reproduced that structure in a minimal project: the only testfile generated is build/tests/CTestTestfile.cmake, and ctest --test-dir build -N reports Total Tests: 0. So test-cuopt-cpp would exit with "CTestTestfile.cmake not found".
Suggested fix (from #1168): turn BUILD_TESTING off only around papilo, so include(CTest) enables testing at the top level:
With that, a configure with BUILD_TESTS=ON has a root CTestTestfile.cmake listing the cuOpt tests, and no third-party tests (so the unlabeled-test guard doesn't trip). Pointing this fallback at cpp/build/latest/tests would also work, but plain ctest --test-dir cpp/build/latest would still find nothing.
The reason will be displayed to describe this comment to others. Learn more.
Minor: this directory doesn't exist in the build tree. ConfigureTest doesn't set an output directory, so the binaries sit next to their sources, e.g. tests/linear_programming/LP_UNIT_TEST and tests/utilities/CLI_TEST. Only the nightly crash path (--gtest_list_tests) uses GTEST_DIR, so devcontainer runs never reach it. Main had the same path before this PR.
The reason will be displayed to describe this comment to others. Learn more.
Devcontainer users pass arguments through test-cuopt-cpp, and the other RAPIDS repos whose devcontainer test: entry is ci/run_ctests.sh (rmm, raft) forward them to ctest. With this, test-cuopt-cpp -R LP_UNIT or test-cuopt-cpp -j4 exits with "unsupported argument". Could anything other than --gtest_filter= be forwarded to the ctest invocations instead (at least the first full run)?
There are a few issues here that we'll need to resolve, both for general CMake correctness and for devcontainer compatibility. How about we merge this as-is and I can tweak it a bit in #1168? I just pushed to that PR yesterday and I think I can get it across the line this week.

Declare the server in the libcuopt-tests run requirements.
GRPC_WORKER_SPAWN_TEST sets CUOPT_GRPC_SERVER_PATH to cuopt_grpc_server. The testing component does not install that executable, and the libcuopt-tests run requirements do not require cuopt-grpc-server. When libcuopt-tests is installed alone, the worker-spawn test does not skip. It calls execv on a missing path, gets exit 127, and fails its attach-failure assertions. This test was not in the installed CTest metadata before this PR.
Add the server package to the test output's run requirements, so the installed test package resolves the binary it uses:
