Prepares the 9.5.0 release - #252

`@version` moves to 9.5.0, the README install pin moves to `~> 9.5`, and `CHANGELOG.md` gains a dated 9.5.0 section assembled from the two `changelog.d/` fragments, which this commit deletes. The release adds two public modules, `Predicator.AST` (prewalk, postwalk, reduce) and `Predicator.Analysis` (references, calls, assignments), so it is a minor. No existing function changes its answer, and the conformance corpus hash does not move: the analysis corpus sits outside the tier files, the manifest and the hash. No tag is created here; the tag push publishes through the release workflow. Refs: px-sx6h

ADR-0020's Status line now reads accepted, naming predicator 9.5.0, the version that carries its code: the analysis and the record landed in #249, the corpus surface in #250, the release prep #252 merged at fd7fb01, and the tag v9.5.0 on that commit published through run 38413868048 on its first attempt. The index row in docs/adr/README.md reads accepted. A dated foot Note records the evidence and the SHA of origin/main at which every claim the record makes was re-verified today; the one sentence the earlier 2026-10-13 Note already covers is named there, and no other sentence is superseded. The flip was decided by the conductor under a standing consent, 2026-10-13. Only docs/adr/ changes: the Status line and the index row are the only removed lines. No Elixir touched, no gate run. Prepares the 9.5.0 release
@versionmoves from 9.4.4 to 9.5.0, the README install pin moves from~> 9.4to~> 9.5, andCHANGELOG.mdgains a dated 9.5.0 section assembled from the twochangelog.d/fragments (both deleted here). This is a minor: the release adds the public modulesPredicator.ASTandPredicator.Analysis.No tag is created and nothing is published here. After the merge the tag is pushed at the merge commit, and the tag push publishes through the release workflow.

Version chosen by the release recipe's SemVer call: new public modules make it a minor. The section's lead is written in the form of the 9.4.4 section.
