Restore php83-pecl-brotli=0.15.2-r0 to preserve the standalone Brotli PHP extension provided by the previous image.

The packaged Swoole extension previously installed Brotli as a dependency. Building Swoole from source in #8 preserved Swoole Brotli support but omitted the separate PHP extension. This addresses the CodeRabbit finding on #8.

Validation: confirmed the extension is absent in the updated local image; installed the Alpine 3.21 package in an ephemeral container based on that image and verified a successful brotli_compress / brotli_uncompress round trip; git diff --check passed.
