Restore the PHP Brotli extension.
The removed php83-pecl-swoole=5.1.6-r0 package pulled in php83-pecl-brotli as a dependency. The new image installs only the Brotli runtime libraries. Applications that call Brotli PHP functions or require ext-brotli will fail. Install php83-pecl-brotli in the runtime package list.

Upgrade the PHP 8.3 image from PHP 8.3.15 to 8.3.36 to address CVE-2026-109618 and CVE-2026-109619.
Validation: built the linux/amd64
hyperf-oteltarget withCOLLECTOR=google; confirmed PHP 8.3.36 and Swoole 5.1.8; QuoteGuide production Composer platform requirements passed; all 1,404 QuoteGuide tests passed on the new image with coverage disabled.The image has only been built locally. Merging this PR triggers the existing image publication workflow.
