Summary

Sets up TanStack Intent for the @cloudoperators/juno-ui-components package and ships the first skill batch: a set of agent "skills" for the Juno DataGrid. This gives consumers and coding agents authoritative, versioned guidance for building and validating DataGrids, published together with the npm package.

Changes Made

Introduce TanStack Intent maintainer tooling (dev dependency, AGENTS.md procedure, _artifacts/ planning records, and .intent/ review state).
Add three DataGrid skills under packages/ui-components/skills/: datagrid (owns the shared DataGridSpec), datagrid-build, and datagrid-validate, plus their references.
Publish the skills with the package (added to files, tanstack-intent keyword).
Add a scoped Check Skills CI workflow that validates skills and recorded source reviews on PRs.
Changeset: patch bump for @cloudoperators/juno-ui-components.
