The README links to the former PHP_CodeSniffer repository. The inherited sniff links also use its old branch name.
Update the MDDoc source and link generator to use the PHPCSStandards repository and its
4.xbranch. Regenerate the README.Validation: MDDoc dry run passed. Checked all 16 generated sniff paths against the
4.xrepository tree.
