fix: keep the stacked event exception in actionlint config - #5

Keep the narrow native-stack diagnostic exception in actionlint.yaml. Use the standard hook command so direct actionlint runs share the policy.

Put the narrow
pull_request: stackedcompatibility exception in the existing actionlint config, scoped to the generated CI workflow. Restore the standard hk builtin so direct actionlint runs use the same policy.Validation: direct actionlint and normal commit/push hooks pass. Synapdeck's matching configuration also passes a negative control: an unrelated invalid event remains rejected.
