chore(review): delete the retired claude-blocking-review workflow - #188

- Remove .github/workflows/claude-blocking-review.yml. - Remove nightowl-ruleset-setup.sh, nightowl-ruleset-rollout.sh.broken and .claude-review-ignore: they existed only to install and exempt repos from that reviewer. - Rewrite comments in claude-assistant.yml and dependabot-auto-merge.yml so they no longer point at the deleted file (comment-only, no logic change). - README: drop the claude-blocking-review section and fix references. No tags are moved or deleted; old tags keep the file at their commits. Follows smartwatermelon/dev-env#194

Deletes the deprecated
claude-blocking-review.ymlreusable workflow. Andrew approved the deletion on 2026-10-06.self-review.ymlno longer calls it. The only required check isstandards-check / run-standards-check.v3is shared withclaude-assistant.yml; old tags keep the file at their commits.Changes:
