@rc-component/util@^1.14.0的useAllowClear和AllowClearConfig，统一 Input、TextArea 的清除配置。allowClear={{ disabled: true }}与allowClear={false}保持一致，移除清除按钮及其专用布局，同时保留其他前后缀和计数内容；支持通过label设置按钮的无障碍名称，并保留tabIndex配置。补充配置文档、回归测试和快照，说明没有其他前后缀时动态关闭清除入口可能导致输入节点重建及失焦，与传入
