Under --cache, a page with an unchanged sitemap lastmod and a saved Markdown file is skipped without a request. --max-age bounds how long that date is trusted, --prune-removed deletes pages that left a complete sitemap, and --not-modified-delay shortens the wait after a 304. Also keep cache-skipped pages in corpus.manifest.json, exit 0 when a cached run finds nothing changed, and let refresh read Markdown packs. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Adds sitemap lastmod skipping under --cache, --max-age, removed-URL reporting with --prune-removed, and --not-modified-delay. Fixes incremental corpus manifests, the exit code for no-change cached runs, and refresh on Markdown packs.
Also removes CI policy asserts for deleted workflows, which were failing main, and bumps flagged locked packages so pip-audit passes.
