Moves every pinned Python to the October 21 security builds.

  • 3.11.15 to 3.11.17, 3.12.13 to 3.12.15, 3.13.14 to 3.13.17, 3.14.6 to 3.14.9
  • Updated in mise.toml, .python-version, the CI test matrix, and mise.lock (regenerated with mise lock)
  • uv.lock is unchanged. Benchmark reports under bench/results keep the version they were recorded with.

Python 3.14.9 and 3.13.17 bundle pip 26.2.2 with certifi 2026.10.19, which removes the emSign ECC Root CA - G3 root after the eMudhra intermediate CA compromise.

The code-estate Mise policy no longer exists, so this PR also removes its stale "do not hand-edit" header from mise.toml.

Tests (local, macOS arm64)

  • 3.11.17, 3.12.15, 3.13.17: 1153 passed, 18 skipped
  • 3.14.9: 1152 passed, 19 skipped

Python 3.14.9 and 3.13.17 are security releases that bundle pip 26.2.2
with certifi 2026.10.19, removing the emSign ECC Root CA - G3 root
(eMudhra intermediate CA compromise). The 3.10, 3.11 and 3.12 pins move
to the matching python-build-standalone 20261021 builds.

The code-estate Mise policy and its `estate mise sync` command no longer
exist, so the "do not hand-edit" note points at nothing.
