Moves the package from Bower/Pulp to current Spago, PureScript, and the registry, preserving published dependency bounds. Also modernizes CI and dev tooling with Oxlint, Oxfmt, and the latest stable purs-tidy. Removes the baseline npm audit findings; dev-only Spago introduces one high-severity braces advisory affecting three packages.
