## Custom Key Verification (non-PEP 740)

!!! note
This is a custom extension outside the PEP 740 spec. Standard PEP 740 users using Sigstore
keyless signing do not need this feature.

Pulp Python supports verifying attestations signed with a custom public key instead of a Sigstore
certificate. This is useful for environments that sign packages with their own key (e.g. internal
build systems) rather than using Sigstore's keyless signing.

To enable this, configure the `ATTESTATION_VERIFICATION_KEY` setting with the path to a PEM public
key file:

```
PULP_ATTESTATION_VERIFICATION_KEY=/path/to/public-key.pem
```

When this setting is configured, Pulp uses two verification paths that coexist on the same server:

- **Attestations with a Sigstore certificate** are verified through the standard PEP 740 path,
regardless of whether `ATTESTATION_VERIFICATION_KEY` is set.
- **Attestations without a Sigstore certificate** are verified against the server-configured key using RSA
PKCS1v15 signatures.

This means a single Pulp instance can host packages with Sigstore certificates and
internally-signed packages with key-based attestations. Each attestation is independently
routed to the appropriate verification path based on whether it contains a certificate.

### Embedded public key

Uploaders may optionally include the public key in the attestation's `verification_material` field.
This makes the attestation self-contained for consumers who want to verify offline without fetching
the key separately. The embedded key must match the server-configured key. Also, the `certificate`
and `public_key` fields are mutually exclusive — an attestation's `verification_material` cannot contain both.

### Limitations

- A single key is used across all repositories and domains.
- The key-based path only supports RSA PKCS1v15 with SHA-256 signatures.
- Publisher enrichment is supported for SLSA v0.2 provenance statements only.

Do you know why we are using v0.2? It might be something AI choose for me when I added this to services, but I've forgotten. The PyPI docs say the supported SLSA predicate-type is https://slsa.dev/provenance/v1

Why not just add public_key here as a nullable publicKeyIdentifier.

See:
https://docs.sigstore.dev/about/bundle/#verification-material
https://github.com/sigstore/protobuf-specs/blob/main/protos/sigstore_bundle.proto#L94
https://github.com/sigstore/protobuf-specs/blob/main/protos/sigstore_common.proto#L185

Interesting that the example in the sigstore docs is wrong compared to the proto definition. publicKey vs public_key, the later being the one in the spec.

Regarding my earlier comment, I believe the data structure is currently wrong. The sigstore support is of the form

"verification_material": {
    "public_key": {
          "hint": "some string, probably the public key id"
     }
}

There is no guarantee that the whole key will be inside the field. The hint is left vague and up to the signer and consumer to agree upon what they will be using before hand. This field, according to sigstore, seems mostly to be a sanity check.

Load the verification key only for certificate-less attestations.

verify_provenance loads ATTESTATION_VERIFICATION_KEY before checking each certificate. A missing, unreadable, or malformed optional key can therefore prevent valid Sigstore attestations from reaching attestation.verify(...). This contradicts the documented PEP 740 routing, which must work regardless of this setting.

Lazy-loading on the custom-key branch is required separately from translating key-load exceptions. Exception translation alone would still make certificate-based verification depend on the optional RSA key.

Review comment at @pulp_python/app/provenance.py around lines 232 - 243:
Move the `_load_verification_key()` call in `verify_provenance` into the
certificate-less attestation branch, after `_has_valid_certificate(attestation)`
routes valid Sigstore attestations to `attestation.verify(...)`. Keep custom-key
verification and the missing-key error within that branch so Sigstore
verification does not depend on the optional key.
