…rols for authz and the aggregate (codegen #243 follow-up) Post-merge reads of #243: the canon classifies README.md and LICENSE as documentation, so a PR that only edits or deletes them skipped pytest and went green although tests/test_license_entity.py asserts their contents and pyproject.toml requires both files. Adds the canon's plain light job `package-files` (needs authz, guarded steps), listed in the aggregate's needs; the canonical classifier and aggregate bytes are unchanged. The pytest job now checks out the PR head like its sibling jobs (it used the synthetic merge commit while changes and test-check classify the head). New controls run the shipped authz script as a decision table with a no-op `fail` mutation, and the aggregate script with pytest failing and with its body replaced by `exit 0`. #245 round 2) Both reads of #245 found the aggregate `exit 0` mutation test failing on the unmodified tree (a dedent/indent round trip dropped the whitespace-only line that the canon requires byte for byte, so the mutation could not find the script), the package test accepting an inert `echo` command, and the aggregate tests hard-coding needs and HEAVY_JOBS. The test keeps the original source span; the package test requires the exact executable command and has an `echo` mutation control; the aggregate tests read needs and HEAVY_JOBS from the real test-check job and run it on a docs-only diff with package-files failing and skipped, plus a HEAVY_JOBS mutation control.
