fix: allow multiple priviledges in list apikey query param - #1839
current: server allows one priviledge
`?priviledge=reader`
and server returns api keys where role has reader priviledge
change: now server can allow multiple priviledges
`?priviledge=reader,writer,admin,editor`
server returns all api keys where role has these priviledges
The API-key listing filter accepts comma-separated privileges, trims whitespace, and rejects unknown values. Listing includes a key when any assigned role has any requested privilege. The endpoint documentation and deserialization tests reflect the updated query format.

Summary
Parse and apply privilege filters src/handlers/http/apikeys.rs
The query deserializer parses comma-separated privileges and trims whitespace. Listing matches keys with any requested privilege. Documentation and tests cover the updated filter.
Multi-privilege filtering appears mergeable; a listing test would help prevent regressions.

Explanation
Docstring coverage is 50.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 2 functions across 1 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Add a listing test for any-match privilege filtering.
The new tests stop at query deserialization. They do not call list_api_keys, so they would pass if the listing logic required all privileges or matched only the first privilege. Add a focused test with one key matching reader and another matching writer; query reader, writer and assert that both keys are returned.

Add a focused listing test that calls list_api_keys with the reader, writer
privilege filter and verifies that both a reader-matching key and a
writer-matching key are returned. Use the existing test setup and response
assertions where available to ensure filtering matches any requested privilege,
not all privileges or only the first.
