Exit successfully when skipping the suite.

For the three targets that export SKIP_HELM_MIGRATION_TESTS=true, returning from TestMain does not skip the tests. The Go test wrapper calls m.Run() after TestMain returns, so these workflows can still run the upgrade suite and produce a test-dependent exit status.
