[OSPRH-39942] Fix telemetry route overrides applied to the wrong routes - #2211
Select Aodh services by their service specific label, matching the approach used for Ceilometer and CloudKitty. This keeps the Aodh expose step from matching CloudKitty services.
Default the CloudKitty route HAProxy timeout from its apiTimeout, while preserving manually set timeouts.

Details
Needs approval from an approver in each of these files:
CloudKitty API routes now use route-annotation defaults from the CloudKitty template and support configured timeout values independently of Aodh.
Public CloudKitty services can produce routes with CloudKitty-specific annotations.
Bug Fixes
Telemetry now selects Aodh services using the Aodh application label, helping ensure the correct services are used during reconciliation.
Telemetry defaulting now initializes the CloudKitty route and applies its annotations. Aodh service discovery now selects services with the Aodh app selector. Functional tests check route timeout annotations and CloudKitty endpoint results.
Telemetry defaulting initializes the CloudKitty route and applies its annotations. Functional tests check CloudKitty 300s timeout annotations and Aodh’s independent 60s defaults.
Aodh service discovery internal/openstack/telemetry.go, test/functional/ctlplane/openstackoperator_controller_test.go
Aodh service lookup uses the common.AppSelector label with value aodh. Functional tests check the CloudKitty public route and endpoint, and verify Autoscaling Aodh endpoints remain unset.
The change cannot build with its current telemetry API dependency. Update that dependency before merging and add positive Aodh discovery coverage; the existing test exercises only CloudKitty Services.

Full details: Title check
Explanation
The title names the primary change: telemetry route overrides were applied to the wrong routes. The changeset does this by selecting Aodh services with the Aodh-specific label, so the Aodh expose step no longer matches CloudKitty services. It also defaults the CloudKitty route timeout from apiTimeout, which the title does not mention. The title is specific and matches the main objective. It is 71 characters, slightly above a short title, but still clear.

Explanation
Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 3 files.

Add positive coverage for the enabled Aodh endpoint path.
The new CloudKitty test case disables autoscaling and creates only CloudKitty Services. Its Aodh checks expect every Aodh override EndpointURL to be nil. These checks also pass when the Aodh selector matches no Services, so the enabled Aodh path has no positive test coverage.
Add a test case that enables autoscaling and creates both Aodh Services, labeled service: aodh, with the same endpoint annotations that the CloudKitty fixtures use. Both Services are required. Endpoint configuration runs only when the number of matching Aodh Services equals the number of Aodh override entries, and the public and internal entries both exist. Then assert with Eventually that the public Aodh override entry has a populated EndpointURL.

Add positive coverage for the enabled Aodh endpoint path in the CloudKitty test
cases: enable autoscaling and create both Aodh Services with the `service: aodh`
label and endpoint annotations matching the CloudKitty fixtures. Assert with
`Eventually` that the public Aodh override entry has a populated `EndpointURL`,
while preserving the existing disabled-autoscaling case.
Add an EnvTest case for a manual CloudKitty route timeout.
Add an EnvTest case for a manual CloudKitty route timeout.
The new scenario sets only apiTimeout: 300. It asserts the defaulted 300s annotations on the cloudkitty-public route. No functional test sets cloudKittyApiOverride.route.annotations. A change that replaces a manual timeout with the default in the route reconcile path would still pass this suite. The helper-level unit tests cover only setDefaultCloudKittyRouteAnnotations, so they do not exercise the route consumer.
Add a scenario with its own spec that sets a custom HAProxy timeout in cloudKittyApiOverride.route.annotations. Assert that value on the cloudkitty-public route:

around lines 2515 - 2519:
Add a functional EnvTest scenario with its own OpenStackControlPlane spec that
sets a custom HAProxy timeout in CloudKitty’s route annotations, then assert
that the reconciled cloudkitty-public route retains that value. Place the
scenario alongside the existing CloudKitty route timeout test and use the
established route lookup and eventual assertion pattern.

telemetry-operator's CloudKittySpecCore.SetDefaultRouteAnnotations(),
called from the webhook the same way as the Aodh one.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The new selector depends on Aodh's Service producer setting common.AppSelector to aodh. If existing or mixed-version Aodh Services lack that exact label, discovery returns too few Services and the unchanged count guard skips endpoint configuration.
Aodh route overrides and endpoint settings remain unapplied during that deployment state.
This can occur when: The control plane reconciles while its Aodh Services were created by a producer version that does not set app=aodh.

Update the telemetry-operator/api pin before building the API module.
api/go.mod pins telemetry-operator/api at v0.6.1-0.20261016233631-d3f71b2a103d. In that version, SetDefaultRouteAnnotations exists only on AutoscalingSpecCore. The new call on Template.CloudKitty has no such method, so api/core/v1beta1 fails to compile.
Suggested action
Bump github.com/openstack-k8s-operators/telemetry-operator/api in api/go.mod and api/go.sum to a released version that declares SetDefaultRouteAnnotations on the CloudKitty spec type. I did not verify which version provides it.
