A Compatibility run hung in jank's apt install and would have held its runner for six hours. The limits are several times what each job takes now.

Without one, a job that hangs holds its runner for GitHub's default of
six hours, which is what a Compatibility run did when jank's apt install
stalled. The limits are several times what the jobs take now. A
Compatibility run gets the most, as a server that never answers makes
every check wait for its timeout.
