What does this Pull Request accomplish?

• Adds nifgen_sweep_generator.py, an example based on the LabVIEW “Fgen Sweep Generator” VI.
• Supports configurable frequency sweeps, waveform, amplitude, DC offset, step duration, and triggers; adds the example to the NI-FGEN documentation.
