Advance sqlite_zstd_vfs pin to bc0aa31 - #33

4225728 -> bc0aa31d7264c31e33955ede1d980eaa1889a006 (current mlin/sqlite_zstd_vfs main). The advance carries the Ruff system-hooks canary fix (sqlite_zstd_vfs mlin#16), the py310 ruff target-version pin and the sqlite_web_vfs pin advance to 16072b1 (sqlite_zstd_vfs mlin#17); transitively the DAG now resolves sqlite_web_vfs at 16072b1 and SQLiteCpp at c7097405. Full CI is the gate.

Advances the sqlite_zstd_vfs FetchContent pin from 4225728 to bc0aa31 (current mlin/sqlite_zstd_vfs main).
The advance carries: the Ruff system-hooks canary fix (sqlite_zstd_vfs #16), the py310 ruff target-version pin, and the sqlite_web_vfs pin advance to 16072b1 (sqlite_zstd_vfs #17). Transitively the DAG now resolves sqlite_web_vfs at 16072b1 (with its own py310 pin, from sqlite_web_vfs #16) and SQLiteCpp at c7097405 (unchanged).
One line; the full CI suite is the gate.
