chore(chart): release 9.0.0-beta.16 on monorepo develop ab89663 - #121

Pin the chart to commit ab89663 of mintproject/monorepo, the head of develop. It holds 29 pull requests after 1d23b2c, from #295 to #338. The last one moves the services to Node 24 and closes four critical npm alerts. - `global.imageTag` moves to the 40-character SHA of ab89663. The four single-repo services take it. - `components.hasura_db.image.tag` stays `sha-1d23b2c`. CI builds postgres-pgvector only when its source changes, and it has not changed. - `components.semantic_search.image.tag` moves to `sha-5009a52` (#322).
