Summary

  • After git ls-files succeeded, a tracked text file that was not valid UTF-8 was skipped, and the committed-address check passed as if the tree were empty.
  • A read or decode error now fails the scan. The same failure is reported when git itself cannot list the tree.

Test plan

  • A tracked notes.md containing 8.8.8.8 plus a non-UTF-8 byte failed the scan only after this change
  • The mocked git ls-files failure still fails, and tests.test_safety plus tests.test_deployment_safety_ci pass
  • CI unit and mutation checks green

Made with Cursor

An undecodable text file was skipped, so the scan treated that tree as empty.
