Remove App Engine plugin and services subprojects - #3253

- Remove the unused com.google.cloud.tools:appengine-gradle-plugin and org.sonatype.aether classpath dependencies from root build.gradle and regenerate buildscript-gradle.lockfile. - Replace transitive Guava buildscript imports (CaseFormat, Preconditions, Strings) in core/build.gradle and integration/build.gradle with native Groovy equivalents. - Delete the five empty legacy App Engine subproject directories under services/ (default, backend, bsa, tools, pubapi) and remove their declarations from settings.gradle and build.gradle.
