Feature: Disable interactive PR creation form
Feedback:
- This was not wanted nor needed
- For a brief period of time PRs could not longer be created altogether because the form did not appear
- Now the form appears but it breaks the agent's entire flow
- Please add an option to disable this so agents can work normally again
