Companion to the backend upgrade PR in the kit (part of fullstackhero/dotnet-starter-kit#1453).

• A changelog entry under 2026-11-03 listing the notable upgrades.
• Updated versions: the Aspire 13.6 orchestration row, the OpenTelemetry 1.20 rows (introduction and comparison pages), the SDK floor 10.0.400 on Prerequisites, Postgres 18 in the testing and CI pages, Valkey 9.1.3 / RustFS 1.0.4 / Mailpit v1.33.0 image tags, and the AWS provider ~> 6.71 on the Terraform page.
• The Aspire page notes that 13.6 still defaults to postgres:18.3, so a volume created on 13.4 or later keeps working.
• The landing TechStack card and the structured-data software requirements were out of date (Aspire 13.3, PostgreSQL 17, Redis 7); they now match the kit.
