Closes #2435 ## What - ADR-0001 to ADR-0010: status `proposed` becomes `accepted`, and the index column matches. - ADR-0011 stays `proposed`, as its own text says the spike outcome (#2434) is written in before acceptance. - `README.md` and the issue chooser link the announcement (#2414) directly. ## Why The bootstrap pull request (#2413) is merged, which is the acceptance point ADR-0001 defines, and the announcement now exists. ## Checklist - [x] Linked to an issue a maintainer has confirmed - [x] Targets `v2` - [x] Tests or docs updated where behaviour changed - [x] No tool-generated co-author trailers or footers

Cuts the v2 line on this branch with the git history intact: removes the v1 sources (
src/, the v1 docs, the changelog and the NuGet release workflow) and adds the repository skeleton for v2.README.md,CONTRIBUTING.md,SECURITY.mdv2and pushes tov2.gitignore,.gitattributes,.editorconfig,.markdownlint-cli2.jsonc,global.json(.NET 10 SDK)docs/requirements/(eight documents),docs/adr/(ADR-0001 to ADR-0011 with index),docs/README.mdKept as is:
LICENSE,CODE_OF_CONDUCT.md, and the two logos underdocs/resources/.Why
v2 is a rewrite from scratch (decision D01, ADR-0003). This is the one commit that turns
v2from a copy ofdevinto the base for v2 work, so that every later change arrives through an issue and a pull request against a clean tree.Checklist
