Adds persistent interface-language selectors for all eleven World Set languages in the desktop Qt GUI and Web/PWA Companion, with Arabic RTL, translated accessibility labels and offline-cached PWA catalogs. The desktop catalog covers 294 source keys across eleven locales. Switching language preserves project data, identifiers, filenames and user content. ProjectSettings.language remains workspace-export metadata and does not select UI or generated-report language.

Synchronizes eleven complete README editions, language navigation and source-hash metadata with the implemented desktop and PWA behavior. Packages the translator and locale resources in the Python wheel and source archive. Version 1.0.0 is unchanged.

Validation: 83 Python GUI/translator/UX/export tests passed; independent live cycling of all eleven desktop locales confirmed persistence, RTL/LTR direction and preservation of data whose text matches interface labels. Earlier PWA integration passed 68 Node tests. Compileall, eleven-document code-block parity, source hashes, UTF-8 and diff checks passed. Wheel and sdist built successfully; an installed-wheel GUI smoke loaded the full catalog and verified its exact production hash.

Local packaging suite: two tests passed; the full installed RAG import test reached the existing chromadb import and failed because chromadb is absent on this host. The test remains unchanged in strength. All ten reported GitHub checks at commit 5827b69 passed, including the dependency-complete Linux/macOS source suites, Python 3.10/3.11/3.12 jobs and PWA tests. CI logs independently confirm 214 tests passed on each of Python 3.10, 3.11 and 3.12. Visible desktop/mobile device acceptance remains open.

Haiku candidates were reviewed/corrected by Luna and independently checked by Root for source binding, catalog coverage, placeholders, protected literals and runtime behavior. Draft for review; no merge, release or deployment.
