The toolkit's "new container" command wrote an import line, a decorator and an empty Python function, which is right for every Python runtime and wrong for every HDL: a SystemVerilog file starts with module name (...); endmodule. This adds newContainer.template?: (name) => string to SidecarProfileInput; when present it is the whole text of the new file. Absent, the scaffold is byte-for-byte what it was, which the new test pins beside the templated case.

Independent of #79 (HDL phase 1); it is the last platform item of the plan's phase 2 (T2).

Gates: typecheck 5/5, neutrality 5/5, sidecar-toolkit 266 tests, build.

The new-file scaffold was an import line, a decorator and an empty Python
function: what every Python runtime's file is and what no HDL file is.
newContainer.template on the toolkit's profile input gives the whole text
from the name. Absent, the scaffold is exactly what it was.
