Run the existing cached Release analyzers/linker jobs on Linux x64, Windows x64, and macOS arm64 in batched main builds. This gives new PRs a shared baseline of ILLink and compiler cache snapshots to restore, instead of requiring a cold first run to populate their own caches.
Skip the unrelated developer-workflow jobs on automatic push-triggered runs, preserving existing PR and manual-run behavior. The cached jobs and their cache keys are unchanged.
