Large gains made by Fable 5.1. Will double check on second system (my laptop) before merging.

This improves performance of the flow tracking by another 40% in 3d (smaller gains in 2d, but it's so fast at this point that we likely can't benchmark properly). However, this relies on architecture-specialized kernels, so the gains won't translate directly to Mac and need to be retested on Win. I have added prompts to start the respective campaings.

Nice. That's great. Then let's talk about it later and I give it a try!

I'm maxing out on memory on the Macbook (since other tasks, eg. Chrome is also open). I'll take my laptop to the office today with me and check it out there!

* Add a NEON packed flow tracer for arm64

* Correct the Apple Silicon section of the flow performance notes

- fmla count: 272 (16 x 16 + 16) for the fused position update, not 255.
- K = 4 vs K = 16: K = 4 is 18 % / 53 % slower, not 14 % / 34 %.
- 4T rows are unpinned, not P-core only.
- Open item: GCC on Linux aarch64 likely breaks bitwise parity.
