ci: retry downloads; Renovate tracks actionlint's tag and commit - #28
#27's x86-64 build failed once on curl: (35) TLS connect error ... unexpected eof fetching libogg; the arm64 leg with the same Dockerfile passed, and a rerun was green.
The five tarball downloads in linux/Dockerfile, the checksum script and the actionlint script fetch use --retry 5 --retry-delay 2 --retry-all-errors (the idiom ha-claude-code uses). Plain --retry only retries timeouts and HTTP 5xx; a reset TLS handshake (exit 35) needs --retry-all-errors. Every tarball is still sha256sum -c-checked after download.
validate-workflows.yml pinned download-actionlint.bash by commit but passed no version, so the binary was whatever release was latest. The step now reads ACTIONLINT_VERSION (v1.7.12) and ACTIONLINT_COMMIT (the commit that tag points at), passes the version to the script, and a regex manager in renovate.json moves both together through github-tags, whose digest is the tag's commit. The script stays fetched by an immutable commit.

Build-library and checksum downloads retry up to five times, with a two-second delay between attempts.
Workflow validation downloads a pinned actionlint release, verifies its checksum before extraction, and stops if the download, verification, or extraction fails. The download retries up to five times with a two-second delay.
Automated version tracking is configured for the actionlint release, including its version and checksum.
A TLS reset fetching libogg failed #27's build; --retry-all-errors covers it, where plain --retry skips connect errors. actionlint's binary floated to latest while its script was pinned by commit; both now move together.

Walkthrough
Codec downloads now retry up to five times. The checksum script downloads to a temporary file before hashing it. The actionlint workflow downloads and verifies a release archive, and Renovate tracks its version and checksum.
The checksum script downloads to a temporary file, retries up to five times with a two-second delay, and hashes the file. The five Linux codec downloads use the same retry settings. Checksum verification and subsequent builds remain unchanged.

Actionlint release installation and Renovate tracking .github/workflows/validate-workflows.yml, renovate.json
The workflow downloads the actionlint v1.7.12 Linux AMD64 archive with retries, verifies its SHA-256 checksum, and extracts it. Renovate matches the version and 64-character checksum fields.

file, then execute that file only after the download succeeds.

A retried curl can append to a pipe, so the checksum script downloads to a file first. actionlint now comes from its release tarball, checked against a SHA-256 Renovate moves with the tag, instead of an installer script piped into bash.
