Replaces the inline-bash results jobs with
bcgov/actions/workflow-results@v0.9.0usingneeds. Job names are unchanged, so ruleset required checks still match. The old `Validate Results` job is renamed `Validate PR`, and a new `Validate Results` workflow-results job gates it.Thanks for the PR!
