Motivation and Context

Keep the SDK's Jackson dependencies on the latest 2.21.x patch release.

Modifications

• Root pom.xml: jackson.version, jackson.databind.version, and jacksonjr.version upgraded from 2.21.7 to 2.21.8. jackson.version drives jackson-core, jackson-dataformat-cbor, jackson-datatype-jdk8, jackson-datatype-jsr310, and the shaded third-party-jackson-core / third-party-jackson-dataformat-cbor modules.
• jackson.annotations.version stays at 2.21, matching what jackson-bom 2.21.8 declares.
• Added a changelog entry.

Testing

• Verified the shaded third-party-jackson-core and third-party-jackson-dataformat-cbor jars include jackson-core 2.21.8 and jackson-dataformat-cbor 2.21.8.
• mvn install with tests on third-party-jackson-core, third-party-jackson-dataformat-cbor, json-utils, aws-json-protocol, aws-cbor-protocol, protocol-tests-core, and codegen: BUILD SUCCESS, all tests pass. A full-repo mvn install was not run locally.
