Aligns the workflows with the ASF GitHub Actions policy.

An audit against the policy found nothing that breaks a MUST rule. Both external actions are allow-listed and SHA-pinned, there is no pull_request_target, no workflow pushes commits, and job concurrency is at most 5 per workflow. This PR closes the remaining gaps:

  • Group Dependabot security updates. The policy says security updates SHOULD be grouped so a burst of advisories doesn't start a burst of CI runs. Each update entry (github-actions, maven on main, maven on support/struts-6-x-x) gets a security-updates group with applies-to: security-updates. Version updates are unchanged.
  • Move the Scorecards SARIF upload off codeql-action v2. scorecards-analysis.yaml pinned github/codeql-action/upload-sarif to the 2.22.11 commit. v2 is deprecated, while codeql.yml already uses v4.38.2. The pin is now the commit behind the v4.38.2 tag (2892aa5e…), with a version comment so Dependabot can keep it current.

Workflow usage against the weekly runner-time limits can't be checked from the repository; it is on the ASF Infra dashboard.

Group Dependabot security updates per ecosystem and branch, as the policy
recommends, so a burst of advisories opens one PR instead of many.

Move the Scorecards SARIF upload off the deprecated codeql-action v2 pin
onto the v4.38.2 commit already used by codeql.yml.
