What changed in this PR
This PR updates the daily issue triage Agentic Workflow configuration and its generated lockfile to resolve runtime failures and align with newer gh-aw tooling.
Changes:
- Refactors rotated token selection logic to avoid deriving token names from token contents.
- Updates safe-outputs naming/config and tool allowlists to match the newer gh-aw workflow engine expectations.
- Regenerates the compiled lock workflow and updates action/container pins accordingly.
