Motivation

4.18.2 has been approved, so the website and docker image need to point to it.

Changes

• Replace the 4.18.1 versioned docs and sidebar with 4.18.2, using site3/website/scripts/release-minor.sh (LATEST_RELEASED=4.18.1 NEW_RELEASE=4.18.2).
• Set latest_release to 4.18.2 in docusaurus.config.js.
• Add the 4.18.2 entry to the news on the releases page. It links to /release-notes#4182, which Generate 4.18.2 release note #4911 adds.
• Set BK_VERSION to 4.18.2 in docker/Dockerfile.

Merge this once bookkeeper-4.18.2 is on dist.apache.org, since the docker image downloads it from there.
