What changed in this PR
Updates pinned Python 3.14 versions to address the free-threaded musllinux wheel test failures reported in #55300, aligning downloads with the selected Astral build release.
Changes:
- Bumps Python 3.14.7 to 3.14.8 in musllinux and Windows wheel test images.
- Updates Windows image revision values to trigger image refreshes.

Rationale for this change
When we updated to build with 3.15.0 we updated the build_date to install Python from the astral builds. This broke 3.14 because the version on the used URL is 3.14.8 instead of 3.14.7.

Update all references to 3.14.7 to 3.14.8.
