The control plane echoes vallic.yaml's new `backup.exclude` as `backup_exclude`: paths to leave out of the files backup, beside the framework's own caches. Printed after extras, in the order the control plane describes them in. Without it, a file declaring one would read as not having been read, which is what a missing line here means.
