Purpose of this PR

Moves NetworkTransform's delta detection into static methods over NetworkTransformState, so the same check can later run from a job. Every instance still uses it from the main thread; behaviour is unchanged.

Stack (replaces #4123, review in order): #4231 math and handles → #4232 static delta check → #4233 native interpolator and sync mode setting → #4234 blittable state and reliability → #4235 batched send path. Each PR targets the branch of the one before it; the diff shown is that PR alone.

PR Scope:

• NetworkTransformDeltaCheck: the position, rotation and scale delta checks, the axis frame synchronization and the half-float position update, as static methods that take the state and settings by reference.
• NetworkTransform calls them in place of its instance methods.

Out of scope:

• Running the check from a job (feat: batched NetworkTransform synchronization, one message per tick (batched transforms 5/5) #4235).
