feat: battle hours up to 1 AM CET and admin war steering - #227
Players can vote for battle start hours 21, 22, 23, 00 and 01 CET. war.battle_schedule.window_end_hour now accepts values past 24 (24 = midnight, 25 = 01:00 next date, max 48). The bundled default is 26.
The schedule clock treats the early-morning hours as the tail of the previous battle day (rollover at window_end_hour - 24), so votes, signup, the countdown, post-battle choices and the next battle day all stay on the correct day.
After a battle, the war moves to its next battle day from the battle's own date, not "today". A tick catches up any war stuck on a stale battle day.
The vote menu has 5 hour slots. Config load warns if the window is wider than that.
New admin commands
/war admin declare <attacker> <defender> [goal] [goal args] declares a war through the same validation as the declare GUI and logs ADMIN_DECLARE.
/war admin schedule <id> setday <yyyy-MM-dd> moves the war's battle day and reopens the vote there. It refuses past dates and running battles.
/war admin schedule <id> sethour <hour> schedules the battle on the current battle day at a window hour (0/1 = after midnight). It refuses hours already passed.
castvote accepts 0 and 1 for the after-midnight hours.
Tab completion covers all of the above.
Deploy note
Live war.yml has to set window_end_hour: 26 to open the 00 and 01 hours. Existing configs keep 24 until edited.
Tests
mvn test: 8,667 tests. Only QuarantineCommandsTest.reportsAnUnreadableOrUnwritableQuarantine fails locally, because the test run as root can read files whatever their permissions. It is unrelated to this change. New tests cover the window and rollover maths, the day advance after a 01:00 battle, stale-day catch-up, setday, sethour, castvote mapping and completions.
The battle vote now offers start hours 21, 22, 23, 00 and 01 CET.
window_end_hour may go past 24: hour 24 is midnight and 25 is 01:00
on the next calendar date, still on the same battle day. The schedule
clock keeps the previous battle day until the window closes, so a
01:00 battle, its outcome and the next vote land on the right day.
Admin commands:
- /war admin declare <attacker> <defender> [goal] [goal args]
- /war admin schedule <id> setday <yyyy-MM-dd>
- /war admin schedule <id> sethour <hour>
- castvote accepts 0 and 1 for after-midnight hours

Summary by CodeRabbit
New Features
Battle windows can now extend past midnight, with a default end time of 02:00.
Staff can declare wars and set battle dates and start times using admin commands. Command suggestions include relevant dates, hours and options.
Battle schedules advance after battles and catch up automatically when voting dates have passed. Changing a battle date reopens voting and clears the previous schedule and votes.
Bug Fixes
Battle-day countdowns and scheduling now account for windows that continue into the following morning.
Post-battle deadlines are checked even when a war is not on its battle day.
Battle windows now support hours after midnight. The changes add battle-day advancement and catch-up, administrative schedule commands, and a staff command to declare wars.
Changes: Battle schedule and battle-day management
Battle-window hours can extend past midnight, up to hour 48. Configuration permits extended end hours subject to the defender deadline and caps the loaded value. Countdown and campaign-day start calculations use the window rollover hour. The default window end changes from 24 to 26.
Battle-day progression and catch-up src/main/java/net/tfminecraft/simplefactions/war/campaign/runtime/BattleScheduleService.java, src/main/java/net/tfminecraft/simplefactions/war/campaign/runtime/BattleScheduleTickService.java, src/main/java/net/tfminecraft/simplefactions/war/battle/campaign/CampaignBattleOutcomeService.java, src/main/java/net/tfminecraft/simplefactions/war/campaign/progression/postbattle/CampaignPostBattleChoiceService.java, src/test/java/net/tfminecraft/simplefactions/war/campaign/runtime/BattleScheduleServiceTest.java
Battle completion advances the battle day and clears day-specific state. Voting wars with stale battle days can catch up to a votable day. Post-battle deadline checks no longer require a battle day.
Schedule commands add setday and sethour. Vote and schedule hours are normalised for late-window inputs. The commands validate dates, battle state and scheduled times. Completions suggest dates and valid hours.

The admin command accepts faction identifiers and optional goal arguments, validates the declaration and reports the result. Tab completion suggests eligible factions and goals.

Add admin declare tests that run through onCommand.
The declare case in the admin switch (WarCommandManager.java:79) calls handleDeclare. That method maps goal arguments and calls WarManager.declareWar. The new tests in WarCommandsCoverageTest.java:706-710 cover tab completion only. No test runs admin declare, so the routing and the goal-argument forwarding are not exercised.
Use the existing run helper to add two tests:
A plain war. Call run("admin", "declare", <attacker>, <defender>). Assert that WAR is used as the goal.
A goal with arguments. For example, call run("admin", "declare", <attacker>, <defender>, "change_government", <governmentLaw>, <leadershipLaw>). Assert that each argument reaches the matching declareWar parameter.
Assert the created war or the message sent to the player. Optionally, add cases for the unknown-faction, unknown-goal, and movement-origin responses.

- advanceAfterBattle and catchUpStaleBattleDay pick the first battle day
whose vote is still open, so a result that lands after the rollover hour
no longer skips a day, and a catch-up after vote close moves to tomorrow
instead of closing today's vote with no votes.
- /war admin schedule setday refuses while autoresolve is pending.
- /war admin declare rejects arguments the chosen goal does not take.

…resentable
- setday rejects today once today's vote close hour has passed, so the
next tick cannot close an empty, freshly reopened vote.
- sethour rejects while autoresolve is pending, matching setday.
- defender_choice_deadline_hour must be 0-23, which keeps every battle
window inside a battle day the rollover hour can represent.
- Admin declare tests use a plain static mock of WarManager.
