Refactor/frontend submissions by hackathon - #388

Manage Submissions, its export and the Manage Teams lock check asked ListSubmissions once per team. The backend now takes a hackathon_id (#367), so each asks once and groups the result by team. Owners hold submission:read hackathon-wide, so nothing they can see changes.

Make the owner's Manage Submissions page and the Manage Teams page use ListSubmissions by hackathon id, so each makes one call instead of one per team.
