Add rattler-build CI for the conda-forge recipe - #27

conda.recipe/ mirrors the staged-recipes sparsediffpy recipe, built from this checkout without the BLAS patch, against a subset of conda-forge's pinning (netlib libblas/libcblas on Linux, vs2022 on Windows). The workflow builds and tests it on Linux, macOS and Windows. Bumps SparseDiffEngine to the conda-forge-blas branch, which the recipe needs to build without the patch, and passes SDE_WARNINGS_AS_ERRORS=ON in the Windows wheel build so the wheels keep MSVC /WX.
