Backport #597 by updating the bundled SQLite amalgamation from 3.53.4 to 3.54.1, reusing the exact
sqlite3.c,sqlite3.handsqlite3/README.mdblobs already merged onmaster.SQLiteCpp remains C++11/CMake 3.5 compatible and still supports external SQLite >= 3.8.7. Upstream SQLite 3.54.x itself no longer supports Windows XP/CE (requires Vista+), and tightens some
ALTER TABLEcases. Meson wrap updates remain separate.
