Backport #595 to the C++11 maintenance branch: propagate SQLITE_ENABLE_COLUMN_METADATA through the public Meson dependency so consumers can call the existing origin-name APIs.

Add an independent Meson consumer test for enabled/disabled metadata and CI coverage with bundled shared/static and system SQLite. No new public API and no SQLite version requirement.

Expose SQLITE_ENABLE_COLUMN_METADATA through sqlitecpp_dep so
consumers see the APIs enabled in the library.
Check exported origin-name APIs through sqlitecpp_dep and exercise
shared, static and system SQLite configurations in CI.
Record the C++11 maintenance backport in release notes.

Backport `Statement::getColumnTableName()` and `Column::getTableName()`
from #594 to the C++11 maintenance branch (fixes #555 for the 3.x line).
Both remain guarded by `SQLITE_ENABLE_COLUMN_METADATA`.

Add unit tests and extend the Meson consumer test introduced by #600. No
#598 reprepare-cache fix, new SQLite API requirement, or
reprepare-specific regression test. CI validation is pending.
