Set the SQLite 4.0 dependency baseline and reject older SQLite headers at compile time. Check external dependency versions during CMake and Meson configuration when available.
Keep agent and build instructions aligned with the new dependency baseline so subsequent changes do not reintroduce old SQLite support.

Add the SQLite include path to static analysis so the new minimum version check sees SQLITE_VERSION_NUMBER from sqlite3.h.

The variadic API expects an int* result argument. Passing NULL may pass an integer instead and triggers cppcheck's UB warning.

Raise SQLiteCpp 4.0's minimum SQLite dependency to 3.38.0. Reject older headers at compile time, require matching external dependencies in CMake/Meson, and update the README and contributor documentation.
No wrapper APIs or legacy compatibility paths are changed in this PR.
