Moves the QuantEcon/mystmd commit pinned in .github/workflows/ci.yml from c1f274b8 (2026-09-10, just after qe-v10) to the qe-v14 tag, 8be13b73 (2026-11-04). The HTML build had again fallen behind build-ipynb.yml, which clones the fork's main and so already builds with qe-v14. The comment above the step is updated to match. Nothing else changes.

Between the two commits, the fork took three upstream syncs, which moves the engine from mystmd 1.10.1 to 1.12.0. It also took one fork change that alters output, QuantEcon/mystmd#128 (qe-v12). The fork's other changes are release metadata and a build fix (QuantEcon/mystmd#125). myst-execute has no source change between the two commits.

Built this branch's lectures locally with both engines, unexecuted, and diffed the site JSON with per-build ids masked:

Besides the eight lines above, the other differences are the myst version field (config.json, myst.xref.json) and the matching search-index records. The workspace caption change was also confirmed with an executed myst build --html of that lecture under both engines. The full lectures were not executed locally, because they need the GPU runner. This PR's CI does that.

What this PR's CI must show

• The install step's git rev-parse HEAD prints 8be13b7368c57a534d91a0513b7691e57bd591af, the logged VERSION.yml shows qe_version: qe-v14, and myst --version prints v1.12.0 (qe-v14).
• The executed HTML build passes on the GPU runner.
