Update MAIN_REF_SHA in the decision/git safety proof runner so the staleness lane stops reporting an orphaned pin. Add a phase test that runs run-proof.cjs at gate boundaries. Co-authored-by: Patrick Rosselló Colom <PatrickSys@users.noreply.github.com>
