POST /1/integrations/control-stats/changes returns the lifetime totals of the requested users whose stats changed since a cursor, so a service like the Discord bot can keep many users in sync with one request per tick instead of polling each user. Gated by the new ControlStatsRead automation token type. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

📝 Walkthrough
Merge Risk: 🟡 Moderate · up to Live control statistics can be lost or double-counted in edge cases: a shocker deleted before the flush, a database failure during the flush, or a gateway shutdown. The integration cursor can also shift if a client omits the UTC marker. Resolve these issues before merging, or explicitly accept the inaccuracy in the statistics. Pre-merge checks |

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Treat Since as UTC. Do not convert it with the local time zone.
since.ToUniversalTime() uses the server's local time zone when Kind is Unspecified. A client can send a cursor without the Z suffix, for example 2026-10-12T10:00:00. In that case, System.Text.Json produces Kind=Unspecified. If the server runs in a non-UTC time zone, the lookback window then shifts by the UTC offset. A server east of UTC moves the window later, so the endpoint can miss changes. The endpoint returns this cursor in UTC, so a cursor with no Kind should also be read as UTC.

Preserve live deltas when a shocker is deleted before flush.
If a shocker is deleted while its live deltas are buffered, this inner join removes those deltas from the INSERT. UpsertControlStatsAsync then completes successfully, so the pending activity is lost from lifetime totals. Carry the owner identity with the delta and provide a persistence path for deleted shockers, or flush their pending deltas before deletion. The deletion test covers rows already persisted, not this buffered case. (postgresql.org)

Do not discard a failed final flush on shutdown.
If the database is unavailable during the final Flush(), its catch block restores the deltas to _pending, but ExecuteAsync then exits. The process-local buffer disappears when the gateway stops, permanently losing that activity. Persist pending deltas across restarts or use a shutdown path that confirms delivery before treating the batch as retained. A hosted service does not receive a later retry after it has stopped. Make a retried flush idempotent.
If PostgreSQL commits the upsert but the connection fails before the client receives its result, this catch block re-adds the committed deltas. The next flush adds their counts and durations again. Give each flushed batch a stable identity and record its application atomically with the totals, so a retry cannot apply it twice. EF Core documents that a connection failure around commit can leave the outcome unknown. (learn.microsoft.com)

Track delayed live-stat writes independently of bucket time
When an LCG flush fails for longer than this overlap, recovered live-control deltas are written into their original (now old) hourly bucket. For example, a batch from 12:00 that succeeds at 13:07 after the caller advanced its cursor at 13:06 is excluded by the next query starting at bucket 13:00, so the affected users are never returned again and the integration retains stale lifetime totals. LiveControlStatsService.Flush explicitly retries failed batches, so this can happen after a transient gateway-to-database outage; change detection needs a persisted write/update watermark (or another replay mechanism), not just the activity bucket.
